Beginning March 6, 2023, the City of Palm Bay will offer a new online software solution, Intuitive Municipal Solutions (iMS), to streamline the process for code complaints, lien payments, and inquiries that can be found on the City website at www.pbfl.org/code. A new user account will need to be created through the iMS portal, there is a link above to a step-by-step account registration guide.

Residents having trouble accessing the new online system after March 6th may visit the Code Compliance office or call (321) 952-3430 for assistance.  

Additionally, on March 6th, Code Compliance will transition to a new fee structure. All credit and debit card transactions made on the iMS portal and in person will have a 2.95% convenience fee per transaction. All online payments using an Automated Clearing House (ACH) or Electronic Check will have a $1.50 flat-rate fee. Residents can mail or make in-person payments by check at no additional cost.


The Code Compliance Division is a division of the Growth Management Department.  Code Compliance Officers effectively uphold the Palm Bay Code of Ordinances while making every effort to bring about voluntary compliance of code violations. 

We work closely on similar matters with the Police Department’s Community Resources Unit (CRU)  to resolve quality of life issues.  We also utilize the V-COP (Volunteer Citizen on Patrol) Program as a follow up in determining whether violations have come into compliance.
