Updates as of September 18, 2024:
Tilt wall raising and start of roof construction
Tilt walls are being constructed onsite. Tilt walls are prefabricated concrete panels that are cast on-site and then lifted into place using a crane to form the walls of a building. There are over 30 panels that compose the four walls of the building!
Following the tilt wall construction, the Contractor will be “flying steel” to start roof joist construction. From September 10 – September 24 (approximately), the covered walkway between the new construction and Council Chambers will be closed. Residents can enter Council Chambers for scheduled meetings through the double doors facing west.
New Utility Payment Drop Box by the Police Department – At various points during the construction process, the east parking lot in front of Building A will temporarily close. To aid our residents, Staff has installed a second utility payment drop box in the roundabout by the Police Department, ensuring our residents always have a way to drop off payments.

Tilt wall construction will occur Friday, September 6 – Wednesday, September 11 (projected), moving around the perimeter, raising one panel at a time (there are multiple panels on each side of the building).
During the tilt wall construction, residents and employees must enter City Hall by taking the sidewalk by the Police Department. All other sidewalks will be blocked while the tilt wall raising occurs.

The City of Palm Bay is proud to announce the construction for its highly anticipated new Building E, a project that marks a significant milestone in the City's development.
With a total square footage of 39,142, this state-of-the-art facility will serve as a customer service center, housing Utilities Customer Service and the Building Department. Additionally, it will house the IT Department and will be hardened to function as the City's Emergency Operations Center, equipped with a generator capable of powering the entire building for 96 hours in the event of an emergency.
The construction contract for this monumental project was awarded to W&J Construction, out of Rockledge, Florida, by Palm Bay City Council on January 4, 2024. Funding for this project is a combination of ARPA grant funds and Building Department funds, showcasing the City's commitment to investing in its infrastructure for the betterment of its residents.
Designed by Silling Architects from Orlando, Florida, the new city building features tilt wall construction, expanded parking, and new landscaping to enhance the aesthetic appeal of the surrounding area. Moreover, sustainability initiatives such as LED lighting with occupancy sensors, a roof prepped for future solar installations, and sub-surface water retention under new parking lots highlight the City's dedication to environmental responsibility.
"This groundbreaking event represents a significant step forward for Palm Bay as we continue to grow and evolve to meet the needs of our community," said City Manager Suzanne Sherman. "This new city building will not only provide improved services to our residents but also serve as a hub for emergency operations during times of crisis."
In addition to serving current operational needs, the new building includes a third-floor shell for future expanded City operations, providing flexibility for future growth and development. Security features such as enhanced access control, cameras, and new city signage have also been incorporated to ensure the safety and security of staff and visitors.
The project is anticipated to be complete in the Fall of 2025.
