City of Palm Bay Septic to Sewer Program

The City of Palm Bay is offering a first-eligible, first-served program to cover the costs of abandoning septic tanks to hook up to the City's centralized sewer system. City Council has approved the use of $420,000 in State & Local Funding Recovery Funds under the American Rescue Plan Act (ARPA).

The City of Palm Bay has determined families living within a low-income area census tract, as designated by the U.S. Department of Housing and Urban Development (HUD), will have priority. Only homes having access to the City's Sewer lines are eligible.

For additional information, please visit our S2S Frequently Asked Questions webpage or email arpa@pbfl.org.

Steps to Program

  • Your home must have access to the City’s Water & Sewer lines. Visit City of Palm Bay Public Map (palmbayflorida.org) to find out.
  • Residents living in this low-income area census tract will receive a Pre-Qualification Application by mail from the City of Palm Bay Utilities Department.
  • City Staff will be reviewing Pre-Qualification Applications and prioritizing them based on the greatest need. Applicants will be contacted to setup an in-person interview to submit an official application with supporting documents.
  • Applicants will be issued an award letter.
  • Bids to contractors will be sent out from the City’s Procurement Department and a contractor will be selected to perform the work. The City will issue payments to the contractor on your behalf.
