Building Permits FAQs
Most people are aware that building permits are required for new commercial buildings, tenant build outs, construction trailers, parking lots, temporary power poles, new homes, solar, mobile homes, room additions, and in-ground swimming pools.
Unfortunately, some realize only after work is underway or finished that a permit is needed for other projects, such as:
- carports/garages
- fences
- sheds
- re-roofing
- window replacement
- door replacement
- garage door replacement
- above ground swimming pools
- A/C change-outs
- electrical work
- plumbing work
- gas piping and connections
- generators
- fire protection systems (alarms, sprinklers, stand-pipes)
- walk-in coolers
- low voltage wiring

Projects started without a building permit can result in greatly increased costs, delays and even removal of structures. The structures may be placed in the wrong location, or they may not comply with building codes.
The Florida Building Code, 8th Edition (2023), requires that a building permit be obtained prior to construction, alterations, repairs and relocations. A property owner or contractor who starts work without first obtaining a permit could be subject to a penalty of up to four times the sum of all fees as determined by the Building Official.
The permitting process allows a determination that improvements such as pools, screen rooms, sheds, garages and carports comply with setbacks that specify where structures can be placed on a lot.

State Certified Contractors: Copy of State Certification, proof of Workers Compensation Insurance or copy of Exemption, and proof of General Liability insurance.

State Registered Contractors: Copy of State Registration, proof of Workers Compensation Insurance or copy of Exemption, and proof of General Liability insurance.

Specialty Contractors: Licensed by the County, proof of Workers Compensation Insurance or copy of Exemption, and proof of General Liability insurance.
- Residential Construction Permits require an average of 14 working days for approval or response. Additional approvals from other departments are also required to issue a permit.
- Commercial Construction Permits require an average of 28 working days for approval. Additional approvals from other departments are also required to issue a permit.
- Fire System Permits (Alarms, Sprinklers, etc.) require an average of 7 working days for approval.
Permit applications should be submitted via the intuitive Municipal Solutions (iMS) e-Portal. Please visit the iMS Instructional Videos web page on to learn how to register for an account with iMS. All the necessary forms and guides to apply for a permit can be accessed online.
Yes, if all the following apply:
- If applicant is the owner.
- If ownership is by an individual.
- If property is not for sale or lease for a period of one year.
If the documents are prepared by a design professional such as an Architect or an Engineer, these documents are required to be digitally signed and sealed. Some examples of plans that would need to be prepared by a design professional include the following:
- If proposed work is attached to main structure.
- If proposed work is an in-ground swimming pool.
- If proposed work must meet wind load requirements, i.e. flagpole, satellite dish, all types of aluminum construction and solar panel installation.
There are some exemptions that apply to the use of a design professional for construction documents. See Florida Statute 471.003 and 481.229 for details.
Our inspections are scheduled between 7:00 AM – 3:30 PM on regular business days. It is recommended that you contact your inspector on the morning of your inspection. On the iMS e-Portal, you will find their phone number and email in a link on the inspection tile. The inspector will provide an approximate time-frame for arrival.

Please be advised that some inspections take longer than expected, while some inspections are completed quicker than expected. Therefore, the approximate time-frame supplied by the inspector is not guaranteed.
