City of Palm Bay Announces Council Workshop on House Bill 1365 and Homelessness

The City of Palm Bay will host a Council Workshop on Tuesday, November 19, 2024, at 6:00 pm in Palm Bay Council Chambers located at 120 Malabar Road SE, Palm Bay, FL 32907.

The workshop aims to bring together a broad coalition of organizations, including churches, faith-based groups, non-profits, and service providers who work directly with homeless populations to discuss House Bill (HB) 1365 and the City’s continued efforts to address homelessness in the community. Together, we will explore collaborative solutions to meet the challenges posed by HB 1365, prohibits individuals from sleeping or camping on public property without proper authorization. Effective October 1, 2024, the law requires counties and municipalities to designate specific areas for temporary shelter and mandates that these sites provide access to mental health and substance abuse treatment services. The legislation aims to address homelessness by ensuring that public spaces are not used for unauthorized camping while offering support services to those in need.

The workshop will start with a presentation on the current state of homelessness in Palm Bay, a brief overview of HB 1365, Palm Bay Police Department’s role, and existing City-funded programs and services. Following this overview, an open discussion will allow attendees to share insights, propose strategies, and offer feedback. This collaborative approach seeks to address the most urgent needs of the community, including emergency shelter, transitional housing, permanent affordable housing, case management, street outreach, food distribution, and mobile health services.

The City of Palm Bay recognizes the invaluable contributions of community partners and stakeholders who devote their time, resources, and expertise to serving the homeless population. The efforts by our community partners and stakeholders to provide emergency shelter, outreach services, social support, and other critical resources is a tremendous asset to the entire community.

All community organizations and service providers dedicated to assisting those in need are encouraged to attend and contribute their unique perspectives. The City looks forward to a productive dialogue and is committed to working alongside local stakeholders to identify meaningful solutions for those affected by homelessness.
